Luoyang Tianping Molecular Sieve Co., Ltd. was established in 1987, originally as the Luoyang Molecular Sieve Factory. In April 2004, it was restructured into Luoyang Tianping Molecular Sieve Co., Ltd. The company is located on the north side of Daonan Road in the Jili Science and Technology Park of Luoyang, covering an area of over 50 mu, with a registered capital of RMB 12 million. It engages in the research, development, and production of molecular sieves, boasting an annual production capacity of 3,000 tons. The environmental impact assessment report for the company’s 3,000-ton-per-year molecular sieve production facility was approved by the Henan Provincial Environmental Protection Bureau in November 2005 (Document No. Yu Huan Jian Biao [2005] 146), and the project passed acceptance inspection by the same bureau in November 2008 (Document No. Yu Huan Bao Yan [2008] 156).
The energy‑saving and environmental‑protection renovation project of Luoyang Tianping Molecular Sieve Co., Ltd. was filed with the Development and Reform Commission of Jili District, Luoyang City, on October 11, 2017, under filing number 2017‑410306‑26‑03‑023405. This project represents a technological upgrade undertaken by the company based on its existing 3,000 t/a molecular sieve production facility, replacing the original one coal‑fired boiler and two coal‑fired calcination furnaces with one gas‑fired boiler and six gas‑fired calcination furnaces. As the project was initiated prior to obtaining the requisite approvals, the Jili Branch of the Luoyang Municipal Environmental Protection Bureau imposed penalties and required the completion of the necessary formalities. On May 9, 2019, the company paid the prescribed fine and commissioned Beijing Huaxia Boxin Consulting Co., Ltd. to prepare the “Environmental Impact Report Form for the Energy‑Saving and Environmental‑Protection Renovation Project of Luoyang Tianping Molecular Sieve Co., Ltd.” Subsequently, in June 2019, the Jili Branch of the Luoyang Municipal Ecology and Environment Bureau issued an approval for the project, designated as Luoji Huan Shen [2019] No. 10.
In accordance with the Environmental Protection Law of the People’s Republic of China, the Regulations on the Environmental Protection Administration of Construction Projects (State Council Order No. 682), and the Interim Measures for the Environmental Protection Acceptance upon Completion of Construction Projects (Guohuan Gui Huanping [2017] No. 4), and other relevant provisions, and in compliance with the “Three Simultaneities” principle—requiring that environmental protection facilities be designed, constructed, and put into operation concurrently with the main project—the project proponent shall verify the implementation of the environmental protection measures and requirements set forth in the Environmental Impact Assessment Report and the engineering design documents during the construction phase; conduct an investigation and analysis of the actual environmental impacts incurred during construction as well as any potential latent impacts; determine whether effective preventive, mitigative, and remedial measures have been adopted; and ensure comprehensive environmental protection efforts, thereby providing a solid basis for the environmental protection acceptance upon project completion.
On October 25, 2019, the enterprise publicly announced the project’s completion. From November 2019 to January 2020, relevant equipment was commissioned and adjusted. On November 1, 2019, Luoyang Tianping Molecular Sieve Co., Ltd. engaged Henan Qinghua Ecological Environment Design Co., Ltd. to undertake the environmental protection acceptance monitoring for this project. By January 2020, all equipment had been fully commissioned and was operating normally. Between January 17 and 18, 2020, Henan Sanqing Environmental Testing Co., Ltd. conducted the acceptance monitoring for the “Luoyang Tianping Molecular Sieve Co., Ltd. Energy-Saving and Environmental Protection Retrofit Project.” In light of the actual implementation of the environmental impact assessment (EIA) approval and its recommendations, as well as the results of environmental management inspections—covering the construction and operation of environmental protection facilities, pollutant emission concentrations, and total pollutant emissions—Henan Qinghua Ecological Environment Design Co., Ltd. collected pertinent technical documentation and, in accordance with relevant national standards, prepared the “Completion Environmental Protection Acceptance Monitoring Report for the Luoyang Tianping Molecular Sieve Co., Ltd. Energy-Saving and Environmental Protection Retrofit Project.” On April 9, 2020, an acceptance team comprising representatives from the project developer, the testing agency, and expert reviewers was established to conduct the final environmental protection acceptance. During the acceptance process, due to non-compliance by the enterprise’s environmental protection facilities with Article 8, Paragraphs 1 and 2 of the “Interim Measures for Environmental Protection Acceptance upon Completion of Construction Projects” (Guohuan Gui Huanping [2017] No. 4)—specifically, failure to construct environmental protection facilities as required by the EIA report and the approving authority’s decisions, or inability of such facilities to be put into operation or use concurrently with the main project; and failure of pollutant emissions to meet applicable national and local standards, the EIA report and its approval requirements, or the total control targets for key pollutants—the team did not issue a favorable acceptance opinion, mandating that the enterprise carry out rectification and subsequently resubmit for re‑acceptance. Subsequently, Luoyang Tianping Molecular Sieve Co., Ltd. undertook corrective measures, prepared the “Post‑EIA Environmental Impact Assessment for the Luoyang Tianping Molecular Sieve Co., Ltd. Energy-Saving and Environmental Protection Retrofit Project,” filed it with the Jili Environmental Protection Branch of the Luoyang Municipal Environmental Protection Bureau, and obtained a pollution discharge permit on June 17, 2020. Based on the enterprise’s remediation efforts, Henan Qinghua Ecological Environment Design Co., Ltd. revised the completion environmental protection acceptance monitoring report and conducted a second round of final environmental protection acceptance.
