In accordance with the Environmental Impact Assessment Law of the People’s Republic of China, the Measures for Public Participation in Environmental Impact Assessment (Order No. 4 of the Ministry of Ecology and Environment), and other relevant provisions, the pertinent details of this project’s environmental impact assessment are hereby made public. We welcome your comments and suggestions regarding the project’s development.
I. Project Name and Overview
Project Name: Molecular Sieve Expansion Project of Luoyang Tianping Molecular Sieve Co., Ltd.
Construction Unit: Luoyang Tianping Molecular Sieve Co., Ltd.
Project Overview: This project is located in the Petrochemical Industry Cluster of Jili District, Luoyang City. The expansion will increase annual production capacity to 500 tons of VPSA oxygen‑producing molecular sieves, 1,000 tons of 13X molecular sieves, 500 tons of 3A molecular sieves, 500 tons of 4A molecular sieves, and 500 tons of 5A molecular sieves. Production Processes: For VPSA oxygen‑producing molecular sieves: mixing → gelation → crystallization → washing → drying → powder blending → shaping → calcination → packaging; for 13X, 3A, and 4A molecular sieves: mixing and stirring → shaping → drying → calcination → packaging; for 5A molecular sieves: mixing and stirring → shaping → drying → calcination → crystallization → washing → ion exchange → washing → drying → activation → packaging. Major new equipment includes dissolution vessels, gelation reactors, metering tanks, crystallization reactors, filtration and washing tanks, storage tanks, vacuum buffer tanks, vacuum pumps, stainless steel reaction kettles, paddle dryers, a 2 t/h natural gas boiler, belt‑type dryers, vibrating fluidized beds, sugar coating machines, and calcination furnaces, among others.
The existing project involves the production of molecular sieve products using raw molecular sieve powder, with an annual capacity of 1,200 tons of Type 13X molecular sieve, 800 tons of 3A molecular sieve, and 1,000 tons of 5A molecular sieve. The environmental protection measures in place for this existing project are:
Wastewater: After being treated at the plant’s on-site wastewater treatment station to meet the applicable discharge standards, it is discharged to the Jili District Wastewater Treatment Plant for further treatment.
Waste gases: The mixed waste gas from the molecular sieve raw materials is collected by a hood, treated by a baghouse, and then discharged through a 15‑m‑high stack; molding waste gas is collected by a hood, treated by a baghouse, and subjected to secondary enclosure within the molding workshop; the workshop’s waste gas, after baghouse treatment, is discharged through a 15‑m‑high stack; combustion exhaust from the roasting furnace is discharged through a 15‑m‑high stack; tail gas from the roasting furnace, after baghouse treatment, is also discharged through a 15‑m‑high stack; the gas-fired boiler is equipped with a low‑NOx burner, and its combustion exhaust is discharged through a 15‑m‑high stack; natural gas combustion exhaust from the vibrating fluidized bed is discharged through a 15‑m‑high stack; drying tail gas from the vibrating fluidized bed is discharged through a 15‑m‑high stack; packaging waste gas is collected by a hood, treated by a baghouse, and then discharged through a 15‑m‑high stack.
Noise: Equipment such as mixers, sugar-coating machines, and roasting furnaces are treated with sound insulation, vibration damping, and distance attenuation measures.
Solid waste: The solid waste generated by the project includes sludge from the wastewater treatment plant and domestic waste. The sludge, primarily composed of Ca(OH)2 precipitate, is transported off-site for comprehensive utilization, while domestic waste is handled centrally by the sanitation authorities.
