I. Status of the Design, Construction, and Acceptance Processes for Environmental Protection Facilities

1. Design Overview

The energy‑saving and environmental‑protection renovation project of Luoyang Tianping Molecular Sieve Co., Ltd. is a technological upgrade based on the existing 3,000 t/a molecular sieve production facility. The project replaces the original one coal‑fired boiler and two coal‑fired calcination furnaces with one gas‑fired boiler and six gas‑fired calcination furnaces. On October 11, 2017, the project was filed with the Development and Reform Commission of Jili District, Luoyang City, under filing number 2017‑410306‑26‑03‑023405. As the project was initiated prior to obtaining the requisite approvals, the Jili Branch of the Luoyang Municipal Environmental Protection Bureau imposed penalties and required the completion of the necessary formalities. On May 9, 2019, the project proponent paid the prescribed fine and commissioned Beijing Huaxia Boxin Consulting Co., Ltd. to prepare the “Environmental Impact Report Form for the Energy‑Saving and Environmental‑Protection Renovation Project of Luoyang Tianping Molecular Sieve Co., Ltd.” In June 2019, the Jili Branch of the Luoyang Municipal Ecology and Environment Bureau reviewed and approved the report, issuing approval document No. Luoji Huan Shen [2019] No. 10.

2. Construction Overview

During the project’s construction, the environmental protection measures and countermeasures stipulated in the Environmental Impact Report Form and the EIA approval have been largely implemented, thereby ensuring the timely progress and adequate funding for the construction of environmental protection facilities.

3. Summary of the Acceptance Process

On October 25, 2019, Luoyang Tianping Molecular Sieve Co., Ltd. publicly announced the completion of the project. From November 2019 to January 2020, relevant equipment was commissioned and adjusted. In November 2019, the company engaged Henan Qinghua Ecological Environment Design Co., Ltd. to prepare the environmental protection acceptance monitoring report for the project’s completion. By January 2020, all equipment had been fully commissioned and operating normally. On January 17–18, 2020, Henan Sanqing Environmental Testing Co., Ltd. conducted the acceptance monitoring for the energy‑saving and environmentally friendly renovation project of Luoyang Tianping Molecular Sieve Co., Ltd. On April 9, 2020, an acceptance team comprising representatives from the project developer, the testing agency, and the acceptance personnel was established to carry out the environmental protection acceptance upon project completion. During the acceptance process, due to deficiencies in the enterprise’s environmental protection facilities—specifically, circumstances falling under Article 8, Paragraphs 1 and 2 of the Interim Measures for Environmental Protection Acceptance of Completed Construction Projects (Guohuan Guihuanping [2017] No. 4)—namely: (1) failure to construct environmental protection facilities as required by the environmental impact assessment report (or form) and the approval decisions of the reviewing authorities, or inability of such facilities to be put into operation or used concurrently with the main project; and (2) non‑compliance of pollutant emissions with relevant national and local standards, the provisions of the environmental impact assessment report (or form) and its approval decisions, or the total pollutant emission control targets—the team did not issue a favorable acceptance opinion. The enterprise was therefore required to undertake rectification and subsequently organize another acceptance review. Luoyang Tianping Molecular Sieve Co., Ltd. carried out rectification measures from May to July 2020, prepared the “Post‑Evaluation Report on the Environmental Impact of the Energy‑Saving and Environmentally Friendly Renovation Project of Luoyang Tianping Molecular Sieve Co., Ltd.,” filed it with the Jili Branch of the Luoyang Municipal Environmental Protection Bureau, and obtained a pollutant discharge permit.

On August 9, 2020, Luoyang Tianping Molecular Sieve Co., Ltd. once again organized the acceptance inspection of this project. The acceptance panel unanimously agreed that the project had passed the acceptance and issued its acceptance opinion.

4. Public Feedback and Handling Status

During both the construction and acceptance phases of the energy-saving and environmental protection renovation project at Luoyang Tianping Molecular Sieve Co., Ltd., no public complaints were received.

II. Implementation of Other Environmental Protection Measures

Luoyang Tianping Molecular Sieve Co., Ltd. has established an environmental protection organizational structure and a leading group, clearly defined job responsibilities, and put in place comprehensive environmental management systems, with dedicated personnel responsible for day-to-day operations.

III. Status of Rectification Work

None.
